Shadow, Apoua Grande has been owned by foreigners for almost 20 years the guy who bought it off the Swagman Group is a good bloke although I dont know if he still owns it as I haven't been down there since I was asked to leave the place in 1991 after I had a fight with one of the local boys after he hit my pregnant wife. I am sure if the barrio is still on the Island you can find accomadation there and cook all you like. I dont believe the owners would ever stop someone from surfing out there and I am also sure they would not charge you for it. They are not surfers themselves and are probably not interested in surfing.
Knefut, I was recently speaking to a friend of mine who had no hassle surfing at Badoc but he did tell me that the Baranguay Captain told him if there was any trouble they were to come and see him and he would sort it out for them.
Remember guys not all foreigners are a#sholes.
The ownership laws as I know them to be are as long as a Filipino Citizen has 54% ownership then foreigners can have 46%. Therefore if a block of condos has 100 units then 54 of the units are set aside for Philippine citizens and the rest can be owned outright by foreigners. Like Jerry says you can marry a filipina and buy land but she has the majority ownership and the law is on her side as with having a Filipino partner. I am also led to believe that the government has allowed a law that allows foreigners to invest in the Philippines for tourism ventures without requiring a filipino partner but I am not sure if the land is leased or is owned outright. And of course the person you may be calling a foreigner may actually be a citizen then he has the same right as any other Filipino/Filipina.
If you have a problem with discrimination somewhere take it up with the NBI or the department of tourism. We all know money talks in the PI as it does in most countries of the world so if you take your complaint to the authorities outside of the province you will possibly have a chance of being listened too.
Also you guys who get pis#ed off with us foreigners marrying Filipinas should remember that there is no law against it nor should there be as there is no law stopping you from coming to Australia and marrying an Australian women after all we are all human beings regardless of what colour skin we have or where we were born.

Shadow I am sure you wont have a problem in the Barrio finding somewhere to stay especially if someone from Daet or Mecedes has relatives out there. You are correct the barrio is a small one.

Maybe you can camp on little Apuao or Canton without any problems  

Doray good luck in what your doing. One question though what foreigner owns the Puting Bay Bay Resort in Catanduanes.

Agnes I know who owns it. Doray made a statement that all surf establishments were owned by foreigners. I am sure Rudy and his family are not foreigners and as far as I know he was the first Pinoy to own and run a surf camp albeit that a foreigner came up with the idea. And that was a very long time ago.

One last thing Doray I don't think you can compare Foreign surf tour operators to the rule of the Spanish or for that matter the Yanks or the Japanese when they had their turn.
They may not let you surf there but I don't think they are going to kill you and take over your country.

GJS I am sorry but I must throw my 2 cents worth into this. It is not the local officials at Badoc who stop surfers from surfing there. It is advertised in the surf mags as exclusive it even states in the advertising that there are 6 breaks all exclusive to the resort. Why are there no local Pinoy surfers at Badoc I am sure good intentioned surfers have left boards behind for the kids to use. This was explained to me one day with the excuse that Ilocanos are generally lazy and do not take up the offer. This is bulls#it. In October 1984 in Curimoa I had kids flocking around me to use my board and as I stated before my mates were recently told by the Baranguay Captain that if they had any trouble surfing the place he would sort it out. I would suggest he is a local official. The only way the local authorities would hinder anyone is if they are getting some monetary gain from it.(this I would never know) As it was my mates were not hassled but maybe that was because no one was there at the time not even the manager or any sort of caretaker.
These are facts.
If the manager or for that matter the owners dispute this then get them on this forum to explain the situation and we will assist them in getting it sorted out.

Does that mean because the resort gives substantial money to the school each year you are not allowed to surf there if you don't stay at the resort. Couldn't that be seen as some sort of corruption even though they are helping out the school. Why could'nt they still give money to the school and also allow others to surf the place. The advertisement does say exclusive.(no more than 10 surfers to be exact) If the place was opened up to tourist others would start accomodation style places and not only would the school benefit but so would the rest of the people in the area. You know, things like jobs. The resort would benefit also with surfers stopping there to say buy lunch or have a few beers. The only thing that would suffer would be the exclusive tag. Would still like the manager to give his and the owners point of view. Why should someone who books a package from say Australia be allowed exclusive rights to surf in someone elses country yet the local people cannot. Sounds a strange sort of deal to me. If they tried it in Australia they would be run out of town.

Also the power of Majestics did not stop the local boys and girls from surfing. They didn't need to learn on beachbreaks. Why do you support what they are doing by making excuses for them when you state that you are against the idea. Strange reasoning. By the way the Baranguay Captain freely offered the help he was not asked for any assistance. They say it is the most consistant surf in the Northern Philippines if so it should be shared by all. After all not to many places in the PI can boast being consistant.

Hey Bryant no I can't ever recall the PI having a 10 year flat spell. You're right about Bicol copping it from the typhoons every year. Catanduanes cops it the worst probably.
Hope you enjoyed surfing Apoau I had plenty of good waves between 87 and 91 all around those Islands and as I said before if Terry still owns the place they are good guys down there. I was actually offered a job down there one time but didn't get along too well with one of the home owners so I passed it up.
Hope it's pumping in HK it's crap over here at the moment.

Yeah Bryant you get a few waves May/June which probably proves there really isn't a season for surf in the PI it just happens when it happens. Did you surf Apoau or next door

Hey Al why did you lock the other post there was a good stoush going on between a few of them. Better than days of our lives.
Bryant pity its flat in HK it's reasonably good over here at the moment although I have the worst case of the flu.
All you guys out there that think if you don't surf like a pro you shouldn't be in the water are surfing for the wrong reasons. It's not about being cool or looking good or surfing hot it's all about your own personal experience, about leaving lifes dramas on the beach and getting away from it all for a short period. Guys like Kelly rip because they can not because it's cool.

Hold it at a neutral break where the reef only has a foot of water over it. There is a good spot out near  Polillio Island that I know of that would be OK. Remember to bring a good first aid kit and some knowledge of stitching.

Hey Bryant long time no hear. Surf in Thailand is definitely no myth.
Millie did you get out to the Islands around Daet for a surf. If Bagasbas was good it would have been pumping out there.
Jim hope the rax have arrived although they said it could be a couple of weeks.
I'm off to Norfolk Island next month so I hope the surf is good over there. How are you guys all going. Hope your getting plenty of swell. We have had some very good days over the last month which has been a blessing. Pretty crappy surf for the majority of the time this year. One of the worst I can remember.
Shadow don't worry about the bad vibe some of them are giving you. We can't all be hotshots (real or imaginary)
Maybe they should go and surf Majestics at 10 foot and see how they pull up after that.
Jim I went to Balesin Island once a long long time ago but it was flat. Looks like it has potential though on the right swell.

Jerry your right. I have never had the pleasure of wearing a 5/4 steamer with hood and booties fortunately. Good to hear you have some good waves as I am sure we will get some good ones soon as well. The good thing about living in Sydney is we don't usually have to wait too long for good waves the downside is the crowds. I'm wearing a springy at the moment but we are only a week or so away from just putting on boardies and a rashie.
Alona don't get too bumbed out with Dodo he's just trying to make a living. At least he isn't trying to stop anyone from surfing in his backyard. Remember a little bit of bulls#it never really hurt anyone.
